is this a draw?

Ok this doesn't apply to bullet and blitz I think. Didn't notice the game was a bullet.
It depends...
If the game is played with a Fischer time control (ie +xx sec/move), you have to play 50 moves before the game is considered draw (or gently ask your opponent)
If it's played with a knockout time control (xx min for the game, without increment), when you're below 2 minutes, you can call the arbiter and claim a draw because you're opponent cannot win with normal means (this apply too for dead drawn opposite color bishop endings for example). If the arbiter accept your request, it's a draw. Else you have to continue. You can check the FIDE regulation if you want more information.

@doughthehead nails it. The rule that if one player is out of time, it is a draw if the other doesn't have mating material only applies if there is _no possible legal sequence of moves_ to checkmate.

So even king and two knights vs king isn't a draw when the clock runs out, because of that helpmate.

But with white having so much other material, there are a lot of other possible mates too, helpmate or not.

If only forced mates mattered, you could run out of time in the opening position -- after all, there isn't a forced mate from there...
