Opponent was banned, no rating refund, I meet criteria

I played against a cheater in this game lichess.org/orUjhoS28NmK and they were banned. This game is within the most recent 40 games they played, and it was rated, my rating was not provisional. Therefore I believe I meet the requirements to have rating returned. However, no points were returned to me for playing this cheater. Could someone help me understand why?
You're above 1776, which means you don't meet one of the criteria.
From Lichess FAQ:

One minute after a player is marked, their 40 latest rated games in the last 3 days are taken. If you are their opponent in those games, you lost rating (because of a loss or a draw), and your rating was not provisional, you get a rating refund. The refund is capped based on your peak rating and your rating progress after the game. (For example, if your rating greatly increased after those games, you might get no refund or only a partial refund.) A refund will never exceed 150 points.

So for now, I qualify for a refund.

Rating during the game: 1776 (-5)
Current rating: 1779
Peak rating: 1882

My rating hasn't increased signficantly after those games. Where do you see it saying that I can't get rating back, if my rating is higher than what it was when I lost to the cheater?
Give this man his rating points back.
