I think they are private reasons (personal mail); the interviewer has decided to publish anyway the questions considering they could be of interest.

An interview without answers is a bit strange but I have read the questions anyway and think they are a bit swelled, no very structured and also quite private. Maybe this could be a reason why this interview never happened...

What you think (or what I think, or what others may think) it doesn't matter. It 'important what is written black on white, namely that it was the interviewer (not the respondent) who closed the interview and that the answers were almost completed. That's all. Bye :-)
P.S. IMHO the questions are very good.

if there is something published for people to read it then it should indeed matter what people think about it. Otherwise it would be just some kind of fishy self-manifestation.

And by the way: Closing an interview but presenting the unanswered questions afterward without giving a clear reason why the interview was not completed could be negative for the image of the respondent.
