I would play Re3.
If he takes h4 he creates a lot of weak points and i can retake exploding them, also menace double my rooks and enter in 7.

Doubling rooks with Re6 or Re2 followed by premoving Rae1 is probably what most players would do here, this also stops Black from contesting the e-file. The question is what to do next, though.
There are a few other plans as well, but I was at a loss what to prefer, so I finally cheated and looked up the game to see what Magnus did. With hindsight his play looks very effective, but I would most likely not have played so myself.
